The process of constructing a new Civic
Centre began in 1989 when the Council of the time endorsed the principal
of a new “Vaughan City Centre.” Since that time a number of studies
have been conducted to determine functions of a new Civic Centre
and evaluation criteria for potential sites. These activities have
culminated in the City
Hall Location Study (1.4Mb PDF), received by Committee
of the Whole April 30, 2002.
Vaughan’s dramatic ten-year growth has resulted in a growing complement
of municipal staff. The construction of a new Civic Centre reflects
the need to consolidate five at-capacity municipal buildings and
bring together all the City Hall employees serving the 220,000 residents
and 7,000 businesses that call Vaughan home.
In a report prepared by Sorensen, Gravely, Lowes for the City of
Vaughan, six potential sites were reviewed based on a number of
criteria including, but not limited to, civic image, accessibility,
cost, investment stimulation, enhancement of urban structure, land
use integration and the staging of special events.

- Vellore District Centre (Weston Road)
- Existing Vaughan Civic Centre
- Maple, Major Mackenzie Drive and McNaughton Road Extension
(to be completed 2003)
- Vaughan Centre (Rutherford Road and Jane Street)
- South of Vaughan Mills Mall (Jane Street South of Rutherford
Road)
- Vaughan Corporate Centre (Highways #7 and 400 to Jane Street)
Three public open houses were held in February 2002 throughout
Vaughan to solicit preliminary public input from community stakeholders.
Approximately 150 people attended these three meetings. At the open
houses display panels and a short presentation provided an overview
of the requirements, objectives and evaluation criteria of a new
Civic Centre and a review of the six possible sites.
A question and answer period followed each presentation and questionnaires
were handed out to all who attended the public meetings. This feedback
was incorporated into the April 30, 2002 report.
On May
13, 2002 Council directed staff to prepare a detailed cost-benefit
analysis for the two areas identified for consideration, Vellore
District Centre (Weston Road) and the Vaughan Corporate Centre.
On August
12, 2002 Council received a request to consider Maple, East
of the Railway (McNaughton) as a third potential Civic Centre site.
On September
23, 2002, Council directed that the site be added to the cost-benefit
analysis.
On December
10, 2002 the Committee of the Whole received the cost-benefit
report for the Vellore
District Centre (Weston Road), Vaughan Civic Centre and McNaughton
sites. In consideration of the report and after subsequent deliberations,
the Committee of the Whole recommended the new Vaughan Civic Centre
(City Hall) be located along the Major Mackenzie corridor, bounded
by Weston Road to the west and Dufferin Street to the east.
The Committee of the Whole further recommended City staff prepare
a report outlining the advantages and disadvantages of the various
sites including the present Civic Centre, McNaughton Road and Vellore
District Centre (Weston Road) sites and bring forward a report with
appropriate next steps.
Council ratified the recommendations of December 10, 2002 Committee
of the Whole on December
16, 2002.
