CONCORD WEST URBAN DESIGN STREETSCAPE MASTER PLAN STUDY

Purpose:
The main goals of the Concord West Urban Design Streetscape Master Plan Study are to prepare:

  1. Urban Design Framework and Urban Design Guidelines;
  2. Streetscape Master Plan as an enhancement to Region transit initiatives and capital projects;
  3. Implementation and Phasing Plan and Schedule.

Location:
The Streetscape Master Plan Study Area boundaries extend east-west along Regional Road 7 from Centre Street to just west of the intersection of Keele and Regional Road 7; and north-south along Keele Street from just north of the Keele and Regional Road 7 intersection to Highway 407.

The Urban Design Guidelines Study Area boundaries extend east-west along Regional Road 7 from Bowes Road/Baldwin Avenue, along to the westerly end of the CN rail yards (bordering the Vaughan Metropolitan Centre); and north-south along Keele Street from the intersection of Rivermede Road in the north, to two blocks south of Highway 407, municipally known as 7250 Keele Street. The Urban Design Guidelines Study Area excludes the Concord Centre lands identified in the Official Plan as Secondary Plan Areas to be Approved. (See Schedule 14-A in the Draft City of Vaughan Official Plan).

Timeframe:

The Study began in June 2010 and is expected to be completed in Spring 2012.

Current Status:
The City of Vaughan Development Planning Department and the consulting team of Janet Rosenberg+Associates are currently undertaking the Concord West Urban Design Streetscape Master Plan Study.

Public Consultation:
On November 9, 2010 a Stakeholders Meeting was held for landowners fronting Keele Street and Highway 7 within the Study Area and residents represented by the Concord West Ratepayers Association and Concord West Seniors Club. 

On September 20, 2011, a draft Urban Design Framework and Streetscape Master Plan were presented to the community at a Public Workshop for feedback. York Region Transportation Infrastructure Initiatives:
vivaNext - Dedicated rapidway lanes on Regional Road 7 as part of York Region's plan for the next generation of rapid transit.

Regional Road 7 is the key east-west corridor linking the planned Regional Centres of Vaughan, Richmond Hill and Markham in York Region. Regional transit vivaNext plans include the construction of surface rapid transit in the Regional Road 7 corridor, integrated with the extension of the Spadina subway line that extends north to the Vaughan Metropolitan Centre. A “Transit Node” (for BRT on Regional Road 7 and Regional/ Local Transit Stop) will be located at the intersection of Keele Street and Regional Road 7.  When the regional transit initiatives are fully implemented, the Concord West area will accommodate multi-modal traffic including bicycles, pedestrians, vehicles and higher order public transit service, becoming a multi-modal urban avenue that is both a corridor and an urban place.

Keele Street Class EA (Rutherford to Steeles Avenue)
The York Region Transportation Master Plan identified Keele Street as part of the Transit Priority Network, requiring road improvements to support transit / HOV initiatives. As such York Region is conducting a Class Environmental Assessment for improvements to Keele Street from Rutherford Road to Steeles Avenue. At the time of writing, the preferred solution is to widen Keele Street to 6 lanes to accommodate transit, HOV lanes and cycling lanes.
