| Responsible for preparation of the
capital budget, capital project financial administration, capital
payments and all financial transactions. Provides investment services
and maintains and analyzes all reserves and trusts. Prepares the
Development Charge Background Study, determines development charges,
administers financial obligations including cash securities and
letters of credit under various agreements including development,
site plan, subdivision, conditional building and pool agreements.
Provides internal and external financial reporting in compliance
with all provincial statutes, city by-laws and policies.
Capital, Reserves & Trusts
- Prepares the consolidated city-wide capital budget for approval
- Administers the approved capital budget and capital projects
including all related accounting transactions and capital related
payments
- Sources and co-ordinates available grants and grant funding
applications
- Prepares all Debenture and Long-Term Capital Financing documentation
and performs all capital related financing transactions
- Maintains and analyzes all Reserves and Trusts including all
related transactions
- Provides internal and external financial reporting services
in compliance with all provincial statutes, city by-laws and policies
Development & Investments
- Prepares the Development Charge Background Study and determines
Development Charge Rates
- Reviews, manages and monitors development agreements in conjunction
with municipal departments
- Determines, collects and remits Development Charges to the City,
Region of York and School Boards
- Administers letters of credit and cash securities from development,
site plan, subdivision, conditional building and pool agreements
- Co-ordinates inspection requests for the release of securities
- Responds to department financial compliance requests for release
of building permits, registration of development agreements, Committee
of Adjustment consents and maintenance and assumptions of plans
of subdivision
- Performs investment functions to maximize returns within legislative
requirements
